Small UI polish: tooltips, badge sizing, and a few copy fixes

Fixed a few rough edges: long location names in lists now show the full name on hover, a gas cylinder badge now matches the size of the badges next to it, a safety-report message was missing its period, and a dialog could be dismissed mid-save. Also removed a leftover icon margin on the admin users page.
