Fix pale, unreadable count badges in dark mode

The in-progress count badges on the actions queue, Flux bell, feedback attachments, date picker, and the location-kind toggle used a background that flips in dark mode paired with text that never does. Switched them to the paired primary/primary-foreground tokens so the count stays readable in both themes.
