Six small UI polish fixes

Equipment plans show a clear 'Adding...' state, supplier logos no longer pop in after loading, consent and weekly-update send buttons guard against a double tap, long chemical synonyms wrap instead of overflowing, and the equipment filter dialog announces its result count to screen readers.
