6 small UI improvements: busy labels, tooltips, and spinners

The equipment confirm-reading button, OAuth consent buttons, and the attached-SDS remove button now show a busy label while saving. The attached SDS filename shows its full name on hover. The saved-view and waste-tag delete buttons show a spinner while deleting.
