Six small accessibility and consistency fixes

The scan location picker, bottle photo review, Flux, daily review, hazard-code bottle rows, and the MIT export's PI name fields each got a small usability fix: expand state for screen readers, a photo-view label, loading status announcements, a proper empty-state card, tooltips on clipped text, and name autofill hints.
