Small UI polish pass

Added copy buttons for CAS numbers and page links on substance, compound, and item pages, an empty state for Locations with no rooms, a held-compounds count on the EHS tracked compounds page, clearer focus rings on a few icon buttons, and tooltips explaining why some zoom and quantity buttons are disabled.
