Extraction versions and safe backfill

Every scan is now stamped with the version of the scan that read it, shown in the footer and on each bottle's Extraction tab. A superadmin can bring older bottles up to date from a new Extraction page, starting with a small pilot and a spend cap. Bottles a person checked are left alone.
