Tracked compounds gets its own page, less safety hand-holding

Tracked compounds now has its own page at /ehs/compounds instead of only living behind a tab, so each compound class's page is a real subpage of it. Also dropped the generic safety-instruction lines from the carcinogen and other class descriptions, since they're read by lab EHS staff who already know the basics.
