Chat no longer cuts itself off mid-search

A question that needed a lot of searching (like "how do I make a pH 5.5 buffer with what we have") could use up its search budget before the assistant ever wrote an answer, leaving the chat looking like it never responded. Chat can now take as many searches as it needs to answer.
