Show 'Not a hazardous substance or mixture' when confirmed

A chemical with no GHS pictograms now says so outright when that's a real, sourced confirmation (a reviewed rule, or PubChem's own curated hazard data), instead of showing nothing the same way an unreviewed chemical does.
